Because I want helvetica as the sans font and courier for the
fixed font.

Thats wrong as well.  Standard text should be in roman. Neither
the helvet nor courier packages change the default font.  They
just change which typfaces are used by LaTeX for sans-serif and
for typewriter.

It shouldn't be paying any attention to either.  It uses
fonts.cfg to determine what fonts to use for
roman,sans,typewriter.
