I’m not entirely sure of the value of this being in TeX live, but given the growing popularity of Rust, it’s worth investigating how difficult (not very, I think) it would be to add Rust compilation into the build process. Unlike C/C++ with the assortment of complications involved in running a build (the whole autoconfig thing, make/Cmake/something else), everything in Rust is handled with cargo which can even do things like cross-platform builds fairly simply.
