Sadly, no. Apart from rust, it has no autoconf support. Also, we cannot
install an executable (that ends up in /usr/bin/...) with the generic
name "pkgcheck". A billion systems in the world have "packages" that
need to be "checked".

I discussed all this with Manfred years ago, soon after he wrote it, and
we agreed it felt a lot simpler all around for those few people who want
it to just get it directly from ctan. --best, karl.
