It looks like whoever is running the mirror you're using enabled Anubis,
but forgot to whitelist tlmgr's user agent. Do you know which mirror
you're using?

(I'm guessing that this is because I gave Norbert bad advice, so if
you're using the texlive.info mirror, then this is my fault, sorry.)
