Yup, good options.

Good point. We have these cases here at arXiv.
(side question: why don't we have tfm files for all the fonts installed?
In the case we see, no actual Cyrillic glyph was used, but the tfm must
be loaded in any case).

fontspec probably should remember that it tried to load it already once
without success.
