Yes. (Aside: In general, when a package is not included in TL, I try to
write an extremely terse reason in the ctan2tds script.

In this case, there were two reasons:

1) the license of the icons themselves was not clear to me, not stated
in the README, and sometimes I get tired of chasing third-party
references. But looking at https://github.com/tandpfun/skill-icons now,
I guess it is MIT, which is fine. Which leaves:

2) the package is huge! 30mb, and even worse ~two thousand files, half
of which are uncompressed eps. I didn't and don't think that is worth
inflicting on the repository.

The ideal would be to omit the eps and, perhaps more importantly,
combine all those tiny individual files into one, or a few pdfs, and
make the code smart enough to pick them out of the right page.
There are a number of icon sets that have managed to do this.

Thousands upon thousands of tiny individual files just makes everything
harder and bigger (at least one disk block, regardless, and each file is
another line in tlpdb) than it needs to be. Normal packages are no
problem, but these huge icon collections are a pain.

So ... I decided to wait to do anything until someone actually noticed
it wasn't in TL. Which is now you :).

Meanwhile, people can get it from CTAN, as always.
