Regarding on the fly pkg installation for TL, I've created an item at

with the various preliminary notes Norbert and I have discussed.

A chance for a new contributor to dig into helping provide new core
functionality. -k

P.S. Another item since day 1 has been to provide localized messages,
like virtually every other program nowadays. My notes on that:
