The BasicTeX package, which Karl is using to construct a new
package with tlc3 packages, already contains a fair number of
ams fonts. Looking at 
/usr/local/texlive/2025basic/texmf-dist/fonts/type1/public/amsfonts
on my machine, I find

	cm
	cmextra
	cyrillic
	euler
	latxfont
	symbols

and your proposed command 

	 pdftex '\relax This is a bitmap font.\bye'

simply calls these fonts without using metafont.
Using your command with scheme-minimal is sort of irrelevant
for the case at hand.
