How big will this new scheme be? Because if it's 223MB->230MB, then that
seems like an obvious yes to me, since 7MB is almost trivial; if it's
223MB->313MB, then I'm inclined to say no, since this would increase the
install size by almost 50%, which seems rather significant to me.

Yes, I agree that _if_ we add these packages to a scheme, it would make
the most sense to add them to the existing scheme-small rather than
creating a new scheme.
