Adding "tlc3" packages has basically no impact on support for the
tagging project. That would need lualatex, tagpdf,
pdfmanagement-testphase, luamml, unicode-math, lua-unicode-math,
latex-lab, ltx-talk and imho also all latex-dev files.
(I have no idea which parts are already included, I always install
the full texlive).
