[tl26 pretest] finishing an installation that hang on format generation

On my laptop I had a forgotten hilatex-dev entry in the fmtutil.cnf
in texmf-local.

As announced in the news hilatex seems not to work currently and I
can confirm that: the format generation step of the installation
hangs with it ;-)

That means I'm missing some postprocessing steps of the
installation. Is there a way to do them without restarting the full
installation?
