It doesn't exist since it's not part of BasicTeX, but the error
message just says xz is unsupported:

TLPDB::_install_data: unsupported container format xz for https://texlive.info/tlgpg/archive/tlgpg.universal-darwin.tar.xz

Probably nothing worth changing on your end, but I assumed it was
trying to run xz.universal-darwin, which *does* exist and works,
so was confused until I turned on -vv.

Right, but as Bruno found, tlmgr does call different tools based on
OS version, and this is transparent to the user (or hidden from the
user, depending on your POV). It's a moot point since Dick is making
sure neanderthals like me can't install basictex, so I think tlmgr
is fine as-is.

On the plus side, this broken installation at least allowed me to test 
my user-agent code in TLU, and confirm it's working with texlive.info.
