Indeed, only for luatex and pdftex. We shouldn't make it a general
dependency.

    When we discussed this topic two years ago, Karl told me that there is 
    no concept of hard or optional deps in texlive. I guess the fact
    ``soft'' ones are commented out is linked to that, but asking [...]

What I meant was that we don't do anything with soft dependencies
(because what could we do?). Soft deps can be stated in DEPENDS.txt
files in case we have some brilliant idea in the future, but for now,
they are either commented out or ignored in the .tlpsrc files and have
no other effect.
