I was bitten by this as well.  My idea was to blacklist those files, but
the way I see it luaotfload(-tool) doesn't provide a private blacklist
file and one has to edit the system-wide one under:

  /path/to/texlive/2026/texmf-dist/tex/luatex/luaotfload/luaotfload-blacklist.cnf

Can others who are more knowledgeable than me about luaotfload confirm
this?
