Also don't know whether luaotfload provides such a feature. But what
would be the substantial difference between blacklisting files and
simply removing the defective package?

When faulty files and the containing package are identified then simply
remove that package. Once the error is fixed reinstall the package. Much
the same like blacklisting and whitelisting, isn't it?
