Thanks for the report. It is puzzling, since
https://mirrors.rit.edu/CTAN/systems/texlive/tlnet/archive/fonts-tlwg.tar.xz
resolves fine.

I suppose it's possible that the mirror is rejecting certain traffic
when it comes too quickly, as is necessary on so many servers nowadays.
But it could just as easily be a transient network problem between you
and them.

So I don't know what can be done. Hopefully the problem does not persist.
If it does, you could explicitly choose a different mirror from the list
at https://ctan.org/mirrors/mirmon. --best, karl.
