texlive can't give a pointer to the bug reporting address of every package
on ctan, so I wouldn't expect it to be listed there.

The issue tracker is listed in the ctan catalog at

https://ctan.org/pkg/luaotfload

as well as in the luaotfload documentation (texdoc luaotfload)

That said, I don't think the assert fails if the file UnicodeData is in the
current  directory if it matches the installed one (or at least, I got no
failure when I tried just now)  If fails if the files don't match, but that
seems intentional rather than a bug, but open an issue and see what Marcel
says:-)
