I somewhat surmise it was bad luck in your update hitting that mirror at
the time it was syncing, and the l3backend.tar.xz package file had been
deleted (on the mirror) but texlive.tlpdb (on the mirror) not yet
updated. Partly because I didn't see it in my own installation and no
one else reported it.

I hope and trust a tlmgr update has gone through for you by now.

    tlmgr: tlp for package l3backend cannot be found, please report.

I did fail to completely remove l3backend a couple days ago (was
finished for last night's update), but not in a way that should have
caused that error. As far as I understand it ... --thanks, karl.
