What do you mean "by registering a local repository" and what files were in the directory you tried to register?

You need to give more steps if you want any help - what directory names exactly did you try and are you referring to installation directory or repository directory (for example, my MiKTeX repository is located in D:\Repositories\MiKTeX\2.8 but MiKTeX is installed to C:\Program Files (x86)\MiKTeX 2.8). Which options did you select in net setup (just Download only, presumably?) and if so did you then select *exactly* the same path for the installation later on. What do you mean precisely then "install from local directory" - did you even re-run MiKTeX setup a second time or are you then trying to install the package from MiKTeX options (and if so, did you select exactly the same directory you downloaded)?

Downloading a full repository should have taken a little while, the directory should contain a lot of .cab, .lzma and .bz2 files. MiKTeX will fail and display the message you're seeing about it not being a valid repository if it can't find miktex-zzdb1-2.9.tar.lzma and miktex-zzdb2-2.9.tar.lzma (I've extrapolated those names as I'm running MiKTeX 2.8, but I expect that's correct...) as those contain the manifest files.
