Your problem description is much to vage. I doubt that dvips writes
on the terminal "I refuse to make a ps".
Make a small hello world document.
\documentclass{article}
\begin{document}
hello world
\end{document}
Compile it on the command line with latex + dvips. If is doesn't
work: Copy and paste the error message of dvips.
