Thank you Ulrike for looking at my problem.
I made a Hello, World .tex document as suggested,
latex'ed it and yap returned Hello, World as expected.
You are right that my statement of the problem was too
vague. I append the results of dvips and dvipdfm:

dvips: ! couldn't open PostScript file

c:\texoutput\hello.dvi -> hello.pdf
** ERROR ** Unable to open "hello.pdf".
Output file removed.
C:\>

Shall be grateful for other suggestions.

P.S. The latex command was:
latex -output-directory=c:\texoutput -aux-directory=c:\tobedeleted
d:\texfil2\hello.tex (all my latex source files are in d:\texfil2)
