That's a quite unusual way to call dvips. If you want to call if
from an outside folder you must give the output file with -o, e.g.:


C:\>dvips texoutput\hello.dvi -o texoutput\hello.ps

But at my opinion it is better to the folder of hello.dvi and call
dvips from there:

C:\texoutput> dvips hello.dvi
