UserData also contains the generated bitmaps fonts (the .pk) files. If your document uses such bitmap fonts they will have to be recreated at the first compilation after the log-in (dvips or pdflatex trigger the creation) and then goes to the fonts folder. In older times - when documents used a lot bitmaps - this would have slowed down the first compilation a lot and would be certainly a nuisance.
