I don't know hot to do this with cygwin, but at the Windows command 
prompt you should enter

   set MIKTEX_EDITOR=C:\\cygwin\\bin\\vim-nox.exel "%f"

Please note that the filename is surrounded with "". That's useful when 
the path includes space characters.
