These rearrangements are relatively rare, but this particular one was
needed in order to address certain long-term issues. At the CTAN end,
this change is something that can be influenced by the LaTeX3 Project,
but the distribution is down to the various packagers.

In the MiKTeX case, packaging is handled by Christian Schenk. As he does
this as a one-man project, the occasional problem is not surprising.
This particular issue has been reported by several people, but as Ulrike
has observed you will need to resynchronise the local package database
with the remote one for MiKTeX knows where to look.
