I think the Bug#3299420 still exist.
https://sourceforge.net/tracker/?func=detail&aid=3299420&group_id=10783&atid=110783
http://old.nabble.com/Windows-API-error-1113-td31568325.html#a31569692

I installed MiKTeX by basic installer and updated it into the latest
version. But when I am trying to make a PDF in a windows user, whose name
includes Chinese characters, it still does not work.

I try to export DVI, but Yap says there are some fonts can not be
initialized.

And when I use 'fc-cache --verborse', it still shows such error:

"fc-cache: Windows API error 1113: No mapping for the Unicode character
exists in the target multi-byte code page."

But MiKTeX can work in an another windows user, whose name does not include
Chinese characters.
