biblatex is not a replacement of bibtex. biber is the replacement
and biblatex can be used with both. 

Also if bibtex can't find bib-files I doubt that biber is able to do
it as both use the same search library.

Robert: bib-files should go in bibtex\bib\..., at best in a local
texmf tree, and you must update the FNDB afterwards -- either in
user or in admin mode depending on the texmf tree you used.
