Some localizations of windows use non-ascii-chars in the default
pathes, e.g. the spanish "administrator" has as far as  I know a
"ç", french perhaps have a "Propriétaire" account. Check in miktex
settings (user + admin mode) all the pathes of the roots (including
the ones maintained by miktex).

Deinstallation and reinstallation is mostly only a waste of time.
Better invest it in the investigation of the source of the problem.

And then make a good bug report which contains useful informations
which allows Christian to reproduce (and solve) the problem.
