path trouble with makeindex.exe

Just noticed that calling makeindex.exe with a fully qualified path
to myfile.idx fails.  I haven't used indexes for quite a while, so
I'm not sure when this changed.  Can it be overridden?

Also, how can I request version info from makeindex.exe?

PS Since this involves a Windows binary, I'm supposing this is a MiKTeX question.
