You can try to set an environment variable:

set MIKTEX_ALLOWUNSAFEOUTPUTFILES=1

Perhaps it affects makeindex to. But I recommend not to use absolute
pathes.

It tells you the info when you run it on a command line:

I:\Z-Test>makeindex test-utf8
This is makeindex, version 2.15 [MiKTeX 2.9] (kpathsea + Thai
support).
