INFELICITY IN THE WINDOWS CODE:


       I think I identified the source of the problem:  "Package 
Manager" may be hard wired to work in Windows in "C:\Program Files 
(x86)\MiKTeX 2.9":  I tried several different version of instructions, 
including manual download and install, command line and GUI, etc.  
Nothing worked.  Then I uninstalled it from a nonstandard, user 
directory, where I installed it last March.  Then I did a fresh install 
in the standard location.  When I tried that, it worked.  (I did not use 
the standard install, because Window Vista had convinced me that I might 
have fewer problems with security if I installed it in my user 
directory.  This experience was under Windows 7.)


       I mention this in case someone else may be having this problem or 
in case someone might want to consider this is a future revision of the 
code.
