That's a common misunderstanding: Most people believe that it is
better to do things as admin as he is "more powerful".

But admin settings don't win over user settings. A admin can set and
install defaults. But if you as user change settings e.g. change the
background of your desktop or install another version of a latex
package in your user profile, then your user settings will take
precedence. 

The admin should (normally) not mess around in your user profile. So
normally he can only update the default packages he has installed.
If you have local versions of these packages in your user profile
latex etc will not see the admin updates. It is up to you as user to
update/remove/change settings and files in your user profile.
