I wrote "You don't need to unpack anything." So why are you
unpacking symbol.cab? 

Beside this: make sure that you have the two miktex-zz-databases for
2.9. (there are also database for 2.8, don't confuse them).

(Also I wouldn't use "Program Files" for this type of files but I
don't think that it matters"
