I removed the directory and started from scratch, placing all three files in C:\MiKTeX_LocalRepository. This time I did not unpack symbol.cab, but just left all three files as they were. But, when I run the package manager, I still get the same error message:
C:\MiKTeX_LocalRepository does not seem to be a local package repository.
I made sure that all three files were unblocked, but this did not help.

I wrote "You don't need to unpack anything." So why are you unpacking symbol.cab?
Beside this: make sure that you have the two miktex-zz-databases for 2.9. (there are also database for 2.8, don't confuse them).
(Also I wouldn't use "Program Files" for this type of files but I don't think that it matters"
