Which mirror? I just tested with http://mirror.ox.ac.uk/sites/ctan.org/systems/win32/miktex/source/miktex-2.9.4106.tar.bz2
 and it seems fine.

I don't use 7-zip, but WinRAR 4.20 (64-bit) had no problems, neither did tar 1.25 (Cygwin 1.7.9). Remember with tar that you need to use -j and not -z for a BZIP2 archive...
