Unknown format name/engine: latex/TeX, or latex.fmt not found

Hello All,

I have MiKTeX 2.9 and openjade 1.3.1 on Windows 8 Pro.

Building pdfjadetex.fmt fails with:

(C:\Users\John\AppData\Roaming\MiKTeX\2.9\tex\generic\config\pdftexconfig.tex)
! I can't find file `jadetex.ltx'.
l.2 \input jadetex.ltx

I built jadetex from the source in
c:/program files (x86)/miktex 2.9/source/jadetex-src.cab
and this produced jadetex.ltx, among other files.

However, `make install` gives:
...
tex -ini -progname=jadetex "&latex" jadetex.ini
This is TeX, Version 3.1415926 (MiKTeX 2.9) (INITEX)
tex.exe: The memory dump file could not be found.
tex.exe: Data: latex.fmt

DebugView shows:

OK, 'unknown format name/engine: latex/TeX sounded serious. So
I tried to build to build latex.fmt in Settings (Admin) ->
Formats -> latex -> Build
and latex.fmt was created in
C:\ProgramData\MiKTeX\2.9\miktex\data\le\pdftex

I also tried the non-Admin Settings, and it created latex.fmt in
C:\Users\John\AppData\Local\MiKTeX\2.9\miktex/data/le\pdftex\latex.fmt

I now have two copies of latex.fmt where MiKTeX should be able
to find them, because it put them there. However
`tex -ini -progname=jadetex "&latex" jadetex.ini' is still failing
and the message in DebugView is still 'Unknown format name/engine: latex/TeX'

How do I get past this so that I can complete 'make install'
(to install jadetex.ltx)?

Background:


I am new to MiKTeX. I have installed it and openjade because
some open-source software packages require them to build the
documentation.

Attempting to build the documentation for openjade itself
(as a more complex test; it already passed `openjade demo.sgm'
in openjade-1.3.1/dsssl), I get the following:

$ make
pdfjadetex releasenotes.tex
This is pdfTeX, Version 3.1415926-2.4-1.40.13 (MiKTeX 2.9)
pdfjadetex.exe: The memory dump file could not be found.
pdfjadetex.exe: Data: pdfjadetex.fmt
make: *** [releasenotes.pdf] Error 1
