Your description is a bit confusing: You are mixing miktex
terms/actions with command line termn/actions and linux ("make
install").
Well I installed the jadetex package with the package manager of
miktex and then tried to build the formats "jadetex" and
"pdfjadetex" in miktex-settings tab format.
Like you I got errors: miktex forgets to extract and install the two
files jadetex.ltx and dsssl.def (which can be created by running the
ins-file in the .cab).
You can make a bug report, then the package will be corrected. To
manually install the two files:
Create (outside from miktex) a folder
<whatever>/tex/generic/jadetex
and move the file in this folder. Then add in miktex settings
<whatever> as new root.
Regarding your format error: You created a latex format with pdftex.
You can't use such a format with tex. pdftex and tex are two
different engines. Don't use the old tex if you don't have a very
good reason.
