But it shouldn't be necessary to run some make oder other commands.
The main point of miktex packages and the package manager (and of
the texlive manager tlmgr) is to do such steps for you: It is an
error of the miktex package if additional manual steps, like
extracting files, running make or moving files to other locations
are needed.  (Such error happens: it is not always easy to find out
what all should be done to install a package properly).

Sure. And this build latex.fmt with pdftex. 

But later on your "make install" tried to use tex:

tex -ini -progname=jadetex "&latex" jadetex.ini



You should be aware that "make"-scripts in such packages are often
old and linux orientated and so not adapted to a modern miktex.
