Getting DVI instead of PDF (Part 2)

I notice that the pdftex.exe program is no longer generating pdf files 
-- it generates dvi instead.  Also, I notice the following output which 
is peculiar:

"This is pdfTeX, Version 3.1415926-2.4-1.40.13 (MiKTeX 2.9 64-bit)".

However a direct version check (via the command: pdftex -version) 
reveals "MiKTeX-pdfTeX 2.9.4535 (1.40.13) (MiKTeX  2.9 64-bit)".

Is this expected behavior?
