I have portable MiKTex on a network drive. I use it with Windows 7 on a managed PC at work where USB storage is discouraged. The network drive is mapped to a drive letter and I have the path to MiKTeX set in the user environment so other programs can find pdflatex, etc. I use the portable MiKTex script's system tray tool for updates and package management, but most of the time it is not required. Some sites may have policies that prevent running programs from a network drive. Can you run some trivial program from the network drive?
