I can answer that one. The older file did not have a "dll" that was
required Te3xStudio but missing in some versions of WinXP and perhaps
other Win? editions. Some Win? versions had it installed and others did
not. If it was not installed, TexStudio would fail to run. The later
release version had the "dll" included to compensate for this problem.
