I don't understand: arrow is part of eplain, that seems to be complete.
The only problem is that it is not a real package – .sty file –, it's only 
a set of macros, so it has to be loaded with \input{arrow.tex}.

However if you absolutely want to load it as a package, just write a
two-line file:

\ProvidesPackage{arrow}[year/month/date: package wrapper for arrow.tex]
\input insbox

and save it as arrow.sty in a local root, refreshing as usual the FNDB.

As I understand it, it is used for commutative diagrams. In my opinion,
using Florêncio Neves's tikz-cd package, or pst-node (a component of
pstricks) give much better results.
