Thanks for your help Ulrike.  I hadn't noticed the line of the error
message that says I'm not an administrator.  In fact I am.  There's only
one version of the package manager installed, whereas on my other PC there
are two package managers, one is labelled admin.

I guess I should reinstall being careful about what options to use.
