I have had this problem. You can certainly simply define \xfe
\newcommand{\xfe}{}
And see what happens. I have done this to get things to run, and nothing seems to be different.

Subject: [MiKTeX] : Cannot decode byte '\xfe'
Hello,
When I generated pdf to html or docx, this problem appeared: Cannot decode byte '\xfe': Data.Text.Encoding.Fusion.streamUtf8: Invalid UTF-8 stream.
Pls, could someone help me or give me advice?
Thank you for advice
