Package manager concurrency-safe?

Is the MiKTeX package manager (the piece that downloads parts of the TeX
distribution on the fly if you don't have them) safe when called
concurrently with itself?

I was running a parallel make recently, and suspect I clobbered my MiKTeX
installation because the package manager wanted to run and ended up doing
so multiple times in parallel. The installation continued to complain about
missing files until I uninstalled and reinstalled MiKTeX (and ran my make
serially).

If I am diagnosing the problem correctly, I suspect that I'll be switching
to a complete installation to avoid race conditions in the package
manager....
