I went and found that MikTeX DOES include biber, if you are using MikTeX 2.9, which I am. It turns out that there is a complete 2.9 and an incomplete 2.9. So, I am installing the COMPLETE 2.9, and we will see if that does it.

I have been a LaTeX user since 1983, but this is a frustrating part about the system. MikTeX has done good things about coordination, but it is not seamless yet.

Subject: Re: [MiKTeX] biber and biblatex

Good question. Has anyone yet written better instructions for using biber and biblatex than what biber and biblatex provide as documentation?
