biber is in the 32bit version of miktex 2.9 (the recommend download)
but imho still not in the 64bit version

If you have miktex 64bit you can download the current biber binary
(biber-MSWIN.zip in the 1.9 branch for biblatex 2.9) here:

http://sourceforge.net/projects/biblatex-biber/files/biblatex-biber/1.9/binaries/Windows/

Unpack the zip and put the exe somewhere in your path. 
 
If the version number of biblatex changes you will have to get a new
biber too.
