If you have miktex 64bit you can download the current biber binary (biber-MSWIN.zip in the 1.9 branch for biblatex 2.9) here: http://sourceforge.net/projects/biblatex-biber/files/biblatex-biber/1.9/binaries/Windows/ Unpack the zip and put the exe somewhere in your path.
