You can manually replace a biber - but you *must* get the biberMSWIN.zip or unpack the miktex-biber-package. But this won't help if your problem is actually due to wrong pathes. Instead of installing and deinstalling randomly texsystem in the hope that magically your problems are solved: Concentrate one texsystem and then try to *understand* what's happening. Make minimal examples and then check pathes in the log-file.
