biber has version 1.9 in my texlive 2014. It 1.8. in texlive 2013

This is not true. The biber in the portable miktex (if is
up-to-date) is a current one. Check your PATH-variables. Probably
you have some other older texsystem around.

You can manually replace a biber - but you *must* get the
biberMSWIN.zip or unpack the miktex-biber-package. But this won't
help if your problem is actually due to wrong pathes. 


Instead of installing and deinstalling randomly texsystem in the
hope that magically your problems are solved: Concentrate one
texsystem and then try to *understand* what's happening. Make
minimal examples and then check pathes in the log-file. Check you
environment variables etc.
