You have presumably downloaded the Net installer but, by the sounds of it, not downloaded the repository. You need to do one of these: 1. Use the Basic Installer instead. This includes the base packages common to most MiKTeX installations and has the option to specify a remote repository for installing extra ones. 2. Use the "Download MiKTeX" option in the Net installer first. This will let you choose a remote repository to download all the packages to on your computer. You then run the Net installer again and when you get the screen you're presently stuck at, you specify that directory. Incidentally, if you download the files to the same directory as you placed the installer in, you won't be prompted for the location.
