It is not necessary - unless you try to install miktex in a place
where only the admin has writing rights like C:\program files.

"dvi to pdf" is probably latex + dvipdfm(x), in this case you must
load graphicx with the correct driver information:

\usepackage[dvipdfmx]{graphicx}

In this case epstopdf will convert the eps to pdf. You probably have
now an "converted-to-pdf" file in your folder.
